    There are merchant apps like Kohls which seem to be on always in the background - merchants push notifications onto consumers. Can I make these apps run only when I want them? The rest of the time they are "inactive"

    If you go to Apps section or in development section you will see Inactive Apps and tap which apps should be active or inactive.
