The Notebook Review forums were hosted by TechTarget, who shut down them down on January 31, 2022. This static read-only archive was pulled by NBR forum users between January 20 and January 31, 2022, in an effort to make sure that the valuable technical information that had been posted on the forums is preserved. I just noticed this file running in the process window. I looked around for this file on the internet and didn't find much. Thoughts?

Did you get it from Sourceforge.net?
As far as I can tell, that should be the origin.
The latest version 0.1.12.2 comes up clean on VirusTotal.com.
Did you recently install a (new) USB device?

Right-click the process and click Properties. That should tell you what directory it's in. Click the "General" tab... that should have a description (maybe). Right-click the process again and click "Open File Location". Upload the file to www.virustotal.com . See what it has to say about it.

But yeah, it's probably that library that Baserk linked to. It's probably used by one of your programs.
