Maybe you could try uninstalling Norton first, then re-update. or try Avira. :)

to clean out viruses on infected systems, its best to just remove the HDD.

then connect the HDD on another working system, where you can scan the infected HDD.

Norton has not always been all of that.... in fact, free AV's like avast! or AVG do the job just as well, but without requiring subscription fees.

Also make sure to do a CHKDSK C: /F to make sure there are no HDD errors.

As for great free Spyware/malware removers, I will recommend:
    - Spybot: Search and Destroy
    - Malwarebyte's Anti-Malware

Try running a scan in safe mode. If that doesn't work, try running a scan on boot-up. If Norton won't let you do either, use the disk that was provided. I believe that should force your computer to run a scan on boot up. As mentioned, you could also try another anti-virus program.

If all of the above suggestions don't work out and you are still able to connect to the internet (or with another computer) you can download the F-Secure Rescue CD and burn it to a CD.
This will give you a Linux based (Knoppix) Live CD; you can run the F-Secure antivirus program from a CD with Linux as the OS.
It may sound difficult but it isn't, just let it run, let it connect to an F-Secure server to get the most recent virus updates and let it scan.
The scan can take hours though, it can't be done in a hurry.
    Cheers.
