Hey everyone, my dad is finaly going from his slow DSL to cable at his house but he is worried that my younger brother will be downloading everything in the world even though my dad has a 5gig max download a month or he has to pay fee's after that. Does anyone use a packet controller to turn stuff off like torrents and stuff?

TrafficShaper can do that on XP. link

The free version of NetLimiter can at least monitor the bandwidth usage. link

However, I guess your younger brother will soon be aware that 'something' is preventing him from endlessly downloading Blueray rips and what not and he might want to do something about it.
This can result in a near-endless 'outsmart battle' or even rows and arguments with your dad.
Simply tell him (better yet, let your dad do that) that everyone in the household can get a piece of the 5GB limit a month but that all extra usage will have to be paid for by that user.
In $$ or in chores or whatever.
