If those are idle / light usage temperatures then they are high. If they are under load then they are low.

Can you feel that the fan is blowing out warm air?

    1. Firefox can be light CPU usage, depending on whether you have animated content, such as Flash, running. The processes page in Task Manager will show firefox's CPU usage.

    2. Checking the temperature of the air blown out by the fan helps to diagnose the problem. (i) no air means that the fan is not working; (ii) cool / warm air means that heat sink is not properly mounted on the CPU so the heat is not getting transferred from the CPU.

You should also run a CPU benchmark such as wPrime and check the maximum CPU temperature. I would also recommend using HWiNFO for monitoring the CPU. It has a useful dynamic display of CPU speed and if you press the Sensors button it will show the current, maximum and minimum CPU temperatures (and lots of other info).

Do you have the 14" ?

Have you seen my thread? Series 7 NP700Z3AH Fan noise -abnormally loud?

I ended up changing out the thermal paste, but it still is loud and kinda hot.

Those S7 don't have much ventilation, that is the reason why it keeps getting hot. However, with light work like surfing web or watching movie, temperature can be as high as 60, but not about 70. When you are gaming or using applications that need CPU power, then temperature is about 70-80. Those temperature are still in acceptable range, which is 100. When the CPU reaches 100, it will automatically shutdown, so you won't fry your chip. Try putting the laptop on a cooling pad, however, it won't help much in this case. Thermal paste still not a good choice if you don't know how to open and how to replace those, especially if the laptop is still in warranty.

I found something that really helps,
switch the graphics for the web (in the SWITCHABLE GRAPHICS)
    choose the power saving
I have done it in my laptop now it is less hot and the fan doesn't work so much
You should do it with every program that you don't need strong graphic
