    Samsung r519 green flashing light on power pack

    Hi ive got a no powered laptop in getting a green flashing light on the charger , ive tested voltage on charger im getting 19.3 v , ive unclipped the conector on the dc in on monther board and im still getting 19.3 v to that point , after that ive plugged in conector back in to mother board and plugged charger in and tested voltage on the dc conector on the pins into mother board and im only getting around 0.3 v so is that the problem do it require a new one soldiering into the mother baord ?     I have also notice that the led504 light is flashing green , its the symbol at the side of the power symbol , its the circle with the +,-

    The flashing light suggests the PSU knows it has a problem.

    It might be able to deliver the correct voltage under no load conditions but can't deliver the current.
