"Samsung Optimized" power mode - what's the difference between it and Balanced?

Basically, the question is in the title.

After downloading Windows 8.1 Update, a bunch of Samsung options - including Samsung Optimized - disappeared from my machine. I had been using the Balanced power mode in the meantime. Now the features are back, and Samsung Optimized is once again an option, but switching to it seems to cap the maximum brightness pretty harshly (even with adaptive brightness off). Am I losing out on a more optimized mode by not using it, or is there no benefit?

And while we're at it, does Eco Mode actually do anything?

The 'Samsung Optimised' power plan seems to cap the CPU cores to 50% of their regular full clock speed on my NP700Z7C. I'm guessing that they think that doing that should let the battery last longer. That's pretty much the most significant thing I noticed.
