Have you got the BIOS and all the drivers up to date? Use the Samsung download site if you are not using Easy Software Manager.

15 seconds from startup to being able to run a program is quite fast for a HDD-based machine.

Easy Software Manager has server problems as discussed here. If it won't work then go to the Samsung support site and get the downloads manually. You may need to run the BIOS updater program to update the BIOS.

It looks as if the RC730 is old enough to not use the BIOS updater. The most recent BIOS is on the firmware page here (and drivers are on the driver page). Just download the BIOS update program, close other programs then run the BIOS update. It will check if is newer than what is installed and then offer to do the update if appropriate.

You can start looking at the optimising of the Windows start-up process. Here is one guide. Many AV programs do a basic scan during the start-up process but that is Something I am willing to live with. There is a program which shows graphically how long each program takes during start-up but I can't remember the name. One way to improve boot times is to replace the HDD with an SSD.

The graphics switching should be managed by Nvidia's Optimus software. Are you getting the expected frame rates when running 3D graphics applications?
