Are you holding down the F2 key? I find that tapping it about twice per second starting immediately after booting usually works?

If this is Windows 8, you can use the Advanced Startup options to enter the Firmware Settings page. It's somewhere in the Charms-Settings-PC Settings-General area. A little different between Win8 and 8.1.

Also, Win8.x doesn't perform a full Power On Self-Test (POST) after Shutdown, making it very difficult to catch that F2. Temporarily disabling Fast Startup in the Power control panel ("choose what the buttons do") will give you more time to catch F2.

And as John said, tap F2 2-3 times per second, don't hold it.
