i've updated to 174.31 it gave me a huge performance hit and it seems that overclocking isnt working in both rivatune and ntune i can move the settings it even shows my oc in gpu-z but doesnt seem to have any effect
even rolling back to my previous drivers wont help i wonder whats wrong
now i barely get 2300points in 3dmark06 while in the previous drivers i get in the 3.3-3.4 range
i dont know what to do is this a hardware problem or a software problem

hmmm i cant think of anything anymore
but i do i have a good question
now that winter is gone could this be a reason why i'm getting low scores i mean
8C during winter and its about 20Cish nowadays outside
is there a throtting feature on the GPUs? should i get a notebook cooler? -

The drivers / hardware do contain some thermal protection. You should be able to monitor the temperatures and see how high they are going. RMClock will give you the CPU temperature (and allow you to undervolt the CPU and reduce its temperature). I'm not an expert on the Nvidia hardware / software but the name "rivatuner" comes to mind.

nope undervolting just lowers my scores thanks for the advice
its seems to be a hardware problem
btw is the display card replaceable/upgradeable or is it hardwired to the notebook -

There's something wrong with your undervolting setup if you are losing performance. What you should be doing is to drop the voltage used at each CPU speed from the default values to lower, but stable, values. I have dropped about 10C at 2GHz with my T7300 by going from 1.25V to 1.05V.
With a few exceptions, GPUs are not upgradeable. I think BIOS support is one of the factors.

oh just undervolt i was underclocking everything all together

dude.
totally unrelated to your problem.
iam having trouble getting my 8600M GS to run at 1080p on an external lcd.
Dislplay resolutions capped at 1280*800.
any ideas.....???? -

It looks as if the graphics driver is using the resolution of the internal panel. A couple of thoughts:
1. Somewhere in the internal display properties deselect the option "Hide resolutions that this display cannot show".
2. Set the internal and external panels to show different thing (extend desktop on second display).
Also try going through the display options using Fn+F4.
