I have a Razer Blade 15 standar edtion when I playback videos using adobe premiere pro 15.2 I see some slowness due (4K 100Mbps) due I have the RTX3060 I was expecting some not any problem

I install Nvidea Studio drivers and using CUDA with Premiere setup, but with the Task Manager I can see is not been use for playback and just only when I export a Project

Any option to get the nice RTX 3060 usen when I playback

Try it in nVidia Control Panell, or in Windows settings - display. You can set to use dgpu for that app.
