I'm not a US citizen but I think it's not a bad idea. I live in Spain but I use a laptop bought in US(got it from NBR). The OS and software/games on all my computers are in English however all my keyboards are in Spanish. It's really uncomfortable to write in Spanish with a US keyboard and also sometimes in games the keys defined in the game doesn't correspond to the key on the keyboard. You might say it's pretty easy to change laptop's keyboard but it's not for the average user.
I think I understand what Roger's problem is, no matter he doesn't say it out loud and I gotta say he is somewhat right, some people might not be happy about this for obvious reasons.
Dell might run into some trouble with that move although I doubt it will be much more than a few articles here and there.
