What about the GIMP? It works great and it's FREE!

I have CS4 and I still use PSP for some things. Some things are faster and/or work better. The other couple I have not tried. Compression sucks terribly though and ultimately everything goes through Photoshop to convert (or even get saved as a simple JPEG), so there's no way I could take it as a stand alone program. It has come a long way though PSP 7 was much much worse.

My wife and the friends she turned onto it love Picasa ( http://picasa.google.com/). It's free and works great. Anyone looking to get software for photo editing should definitely try this program.

A word of warning to anyone who is thinking of using Paint Shop Pro X2 with geotagged photos (ie with embedded latitude / longitude): When saving a file this program fails to record the north / south or east / west fields in the EXIF data. So all photo locations end up in the northern hemisphere and east of Greenwich!
