On my Inspiron 1525, the previous owner scratched it up badly. Is there any way I can get the scratches out? Easily?

Compare the price of replacement top cover with the time and effort it takes to sand and re-paint the cover... It's most of the time easier to buy a replacement cover. And a keyboard, while you are at it ;)

Either find a skin for that thing or replace the palm rest.

I don't even know what to say to that. I woulda said the previous owner probably wore those spikey bracelets and scratched the out of the palm rest while typing, but damn.

In the future, if anyone has this problem, try using 000 steel wool. It's a very fine grit, VERY fine grit. What I would do is tape off the area then use the steel wool. If possible, use double faced tape. This way, most of the plastic dust and wool dust will stick to the tape ad not get all over the deck.
Tape off the area in some shape or other so when your done, it will almost look like the thing was built that way.
