    The MIR is for a "pre-paid card" and they dont clarify further. Sounds like a pre-paid phone card that can be used to pay your phone bill, rather then like a pre-paid visa use anywhere.

    No, it's a Visa prepaid card... you can see that if you click on the pdf and read the fine print at the bottom under "Terms and Conditions".
