Have you tried updating your BIOS? -
HI, its realtek 8187B wireless, nope, didnt tried to update bios, i am little bit worried cause untill now everything run ok... strange that only after i shut down computer it works!! it drives me crazy cause i am very often using ubuntu and also Vista... i updated wireless driver, also reinstalled config free program which is a part of toshiba software.. i am thinking that the last solution will be to reinstall Vista...

Make sure that the network is checked as a trusted network in _Vista, and also make sure that your firewall and antivirus aren't blocking the network.

OK, so i tried to update bios, i reinstall vista and ubuntu, did a clean new install and the problem is still there, it must be a serious bug in ubuntu i guess... any idea what else it can be?? i am very surprised that when i switched off laptop and turn it back on it works!!

I have a Dell Latitude D820 (see sig).I have Vista Ult 64 bit and Ubuntu 8.10 running as a dual boot.
I have a Intel Wi-Fi Link 5300 (A/B/G/N) card and it works great in both OS's.
Vista i had to install the newest intel drivers but in Ubuntu the wireless worked as soon as the install was done.
I dont know if it helps or not but where i have no problems with my Intel card, maybe it's a driver problem with your realtek 8187B wireless card....
wireless - vista and ubuntu 8.10 problem
