the following policy might need to be adjusted to allow windows to connect:

    Policy Provider: Windows Firewall
    Filter Name: Query User

If the policy provider identified is Windows Firewall, click for information about adjusting firewall settings. If a different policy provider has been identified, check the provider's documentation on how to adjust the policy settings.

More likely, you need to adjust your firewall settings to let things through.

wireless radio is "on" the whole time.

anyways, my uncle found the issue relating to this problem. It's regarding internet protocol (TCP/IP) properties. Nothing whatsover to do with windows firewall.

Originally my laptop was checked to obtain IP address automatically. But my other computers are using specific IP addresses..

so i just copied down both IP address (IP address - change the last number to a different number; subnet mask; default gate way) and DNS server addresses (preferred and alternate) into my laptop... and it connected to internet instantly
