Many ways. Skype is the most popular.

Not at all, there is a free version fo skype and a paid version, skype isn't free if you want to make phone call using it, chatting video or no video or calling someone while using internet only is totally free. You gotta pay if you want to call to an actual phone using skype after the first time.

Gmail chat has built in video calling as long as you install the browser plugin.

    https://www.google.com/chat/video

You can also use Pidgin to do video with google contacts.

If you and your friends/family have a google+ account you can also start a hangout and videochat with up to 12 (i believe) people at a time in a group video chat
