Can anyone tell me how the speed of two tmobile broadband devices work that are using two diff parts of their network?

The laptop stick is a Rocket 4g 3.0 and it supports the HSPA+ 42 network.
The Hotspot is the ZTE MF61 and it supports the HSPA+ 21 network.

How much different are those two networks and how much faster would the laptop stick be over the older hotspot using HSPA+ 21?

HSPA 42 hasn't been deployed everywhere, only in a small list of metro areas:
    Network Modernization | T-Mobile Support

If your question is about the speed of a transfer between the two devices on different parts of the network, you will have to take a look at the coverage map to see what kind of service is available in the area. From that you will get a general idea, making an exact estimation of throughput is nearly impossible.
