verify the device configuration/properties, making sure that it is not being "turned off to save power"

    cheers ...

It may also just be an Intel hardware issue (and most likely one they won't fix). If you want to know for sure, go to the Intel website and find the datasheet and, in particular, the errata for that datasheet, for your chipset, then scan through it (mind you, it'll be long, but you should be able to quick-scan through it in good order) and see what sorts of issues relating to power level transitions have been flagged.

I know that I've seen a similar issue going the other way, where a PnP device (e.g., a mouse) is supposed to be able to wake the system from sleep by being moved; however, in some chipsets there is an error (that won't get fixed) that means the device cannot wake the system because the device has to get a signal to deassert a particular signal prior to being powered down, and the chipset has a design error in it that means the deassertion signal doesn't get sent until after the system wakes from sleep.

Who knows, it might be worth a try?
