What about the physical switch on the side of your laptop? Did that get turned off?

Why don't you consult user manual on this one?
It's either a physical switch or a key combo (Fn+ one of function keys i.e. F1)
Don't expect us to browse through your user manual though.

That's what I've found in the user manual for your laptop:

as i told u that was the first step i took to resolve but it didnt help, pitabred said in his post to check the physical switch on the sides of the laptop, as far as i know, there is no physical switch on inspiron 6400 thats y i said let me know if there is any and i dont know about it. [Fn] [F2] doesnt work for me mate ...

You never gave any feedback on wether switch is eliminated as a possible reason or not.
So it's not the switch, not disconnected antennas, device manager sees your card as installed- no problems there.
What's left is either drivers or OS.
What manages your wireless connection- Windows (Windows Zero Configuration Service) or some kind of Intel utility? Is WZC service enabled?
Also try to uninstall Intel driver and software all together and update to the most recent version available from Intel (not from Dell)

first i have tried by uninstalling the dell driver and installed the updated intel latest driver (not dell) no luck for me, then i thought there cud b the problem in OS so i installed the window again and the problem was still there, i was sure that there was a problem with wireless card, so i bought the new card , the problem is still the same. WZC says there is no network card or it is disabled, intel utility says the same.

Oh- that's an interesting one
I would say that mini-PCI slot may not work properly (dirty pins or just doesn't connect somewhere) but that would be more likely if the card wasn't detected in device manager.
It's still possible that it's the problem but kind of remotely possible.
Do you have a USB Wi-Fi device just to confirm that Windows work fine with networking hardware. Or can you at least confirm that LAN works if you use an Ethernet cable?

well i dont think the problem is because of the dirty pins in mini pci slot, the driver installed perfectly without any problem and doesnt show any problem in device manager under network adaptors , i dont have usb wifi but i can confirm that LAN works without any problem

    What OS are you running?
Can you post some screenshots of:

    Device Manger
Control Panel\Network and Internet\Network Connections (or equivalent in your OS)
