I have Comcast cable internet with speed of 8Mbps, and using Linksys wireless router (802.11b) with connection speed 11Mbps. However, I never seem to get to max download speed until I connect the LAN cable from the wireless router to my laptop.
Anyway to fix this?

Yup. Get an 802.11g or Draft N router and card.

A 11b only has a max through speed of around 3mbps. Upgrade to a 11g like WackyT said and you will be fine. But stay away from 11n for now.

I have the Dell Draft n card in my notebook right now and it rocks! Sometimes, it's even faster than ethernet

Around 25-30mbps after the overhead.

11mbps is about 1.37mBps, which is what some software measures, not to mention that you have TCP/IP overhead, as well as signal errors, etc. You could be negotiating a number of different link speeds, as 1mbps, 2.5mbps and 5mbps are all part of the 802.11b spec.
