Always had the desktop wired and the laptop wireless about 20 feet away in another room without issues or drop in any internet speed- approx 12mbps down. AT&T U-verse modem was defective and they switched it out last week. This has resulted in a drop in speed, wireless only, to about .5mbps. No other changes to environment or systems. Putting laptop close to the modem does the trick so it's certainly a week signal. AT&T feels they are under no obligation to help since they are delivering the advertised speed to the home. Nice. But before I ditch them for Cox (my fathers house), anyone have any ideas on why or how to correct this issue?

Either buy a Wireless Access Point or buy a router which you disable its DHCP server so that it acts as an access point. Now you connect your devices to that and the AT&T modem will act as a DHCP server to give local IP for your devices which what a router does.
