I run a wireless router and my laptop is protected by WPA set up via the router.

My neighbor has Mediacom cable modem (not wireless).

He travels and wants to protect his laptop from intrusion but can't figure out a way to obtain WPA or WPA2 protection.

    Any adivice would be appreciated.

I assume you mean that your neighbor wants to be able to use WPA or WPA2 on his laptop when it's connected to other networks he encounters while travelling, correct?

If so, that can only be done on a network-by-network basis because, in order to use WPA or WPA2 on a given network, that network must be configured to work with WPA or WPA2 as well - if a given network doesn't use WPA or WPA2, then your neighbor won't be able to either if he accesses that network.
