Does anyone know if Los Angeles plans or already has free Wi-Fi?

I was able to pick up a really strong Free Wi-Fi Signal in west downtown Los Angeles. It is like 1 mile west of the staples center. Anyway, i was only able to see this signal for like 20 minutes, and signal was 100%, however i was unable to connect to it because of some technical difficulties with Think Access, and Intel 4965 wireless card ><. Has anyone else seen this connection? or even connected with this?
