So here is my scenario:

Since this month, after 8pm, the internet will start to get laggy,(we usually have 2 tv stream for parent and 2 people doing normal internet/game).
Speedtest get 2-4mbps downstream with nearest server.(lan into the modem)
was fine for half year where I get 10+mpbs constantly and even 20mpbs on less busy hours.
Modem is a old motorola surfboard, but I kind of doubt it is the modem.(sure a new free modem would be great)
My cousin did a new installation with optimum on his floor in May, would that have effect or possible faulty installation?

Optimum Online is a cable-based service provider, correct?
In that case, the neighborhood's cable backbone has to be shared between you and all the other Optimum internet users that are connected on that line. I think what has happened is that more people signed up for their service 6 months after you joined and now the bandwidth has more people to be divided by. In that case, there isn't much you can do other than try to get them to cancel their service (lol ). Your cousin's installation is contributing to the lower bandwidth, but also remember that other people in your neighborhood are probably doing the same. -
I actually went to dslreport forum and see people complain the same problem and their maybe a problem with the modem.
What I think now is do make a new service (cheaper price for a year for same service I got now, was gonna do that but just lazy), upgrade to 50/8 for modem and see how it goes.
My cousin used to have it installed, he just use different name for service so they get discount in first year. -
There are no other providers at all in your area? I though Routenet was pretty prevalent in that neck of the woods?

As you sa won DSL reports, you have a D2 modem and you need a D3 to get channel bonding. CV is using 5-8 Channels in Brooklyn and that will solve your "peak slowdown" issues thats known on cable systems.
I have a Motorola SB6180 and works great. They'll probably give you a Arris modem or a Cisco one but that will work fine too just as long as it's D3. Your plan to upgrade to Boost+ then downgrade is the easiest way to get a D3 (unless you buy one of-course but no need since CV doesn't rent modems like TWC or Comcast does). I have Boost+ and no matter how much I try, I just can't switch back to standard -

Welcome to cable internet. Pay for X receive Y. But in our society this is OK, as long as you are the consumer and Y is of lesser value than X. If Y was of larger value than X you would be a "pirate" or "stealing".

In developed countries cable internet does work. I've cable internet @300mbps at all times without failures of anykind. Eurodocsis 3.0.

I schedule for sunday installation for 50/5, hopefully it works. NYC dun even have 1gbps for reasonable price , grhhh. Why asia get all the cheap internet.

So I tried to follow the string but didn't see anywhere you complained to your service provider anw what their answer was. Seems to me if you were sold one thing and received another you have a valid complaint. Maybe they need to upgrade their service in your neighborhood or they need to charge you less if you get less. I live in California and here if I didn't get proper cable service (like substantially less that I am paying for) there are consumer affairs people with the State that could file a complaint with.

Complaining usually doesn't help imo because it only happen time to time and they generally help me to "troubleshoot" which just add on to my frustration xD.
Anyways, got my new installation with new line and modem, holding up 40+ all time, hope it stay that way.
What can I do if not getting advertised bandwidth?
