I have new ACER ASPIRE 3692 and old PC. On PC upload is 120kbps(normal) but when I disconnect PC and connect Notebook to the same cable my upload is 12kbps! Why? Lan card is broken? OS?. On PC is Windows XP Prof , on notebook is Media Center. Systems are clean. I turned off all antyviruses and firewalls.

To internet. To server(admin said that everything was good here). I have one cable. I can connect PC or Nootebook to this cable.

You should try running internet speed test on both machines. I think its the server that is the problem. There are plenty of websites that can measure your upload/download speed.

I could understand if you have a big difference if its a 100mbit / 10mbit NIC. But a 10mbit NIC can easily handle 120kbps.

Or it might be a driver issue, try updating the NIC drivers on your laptop.

OK. So you're using a crossover cable connected directly to a LAN card on the server?

In Device Manager, double click on your LAN card. On the Advanced tab, set your card for 100Mb Half duplex mode.
