I'm wondering if upload speed will have any effect on normal browsing. I know when you click a link you make a page request to a server, so technically that page request could be bottlenecked by your upload speed.

My upload is 50KB/s. Would upgrading to 700KB/s change anything?

Upload speed does effect browsing just as it affects any form of downloading.
If you upload at full speed your internet will become basically unusable- you need to limit the speed a bit. Limiting upload by some 10-15KB/s will do in most cases.

Upload speed effects downloading?... How so? Unless you mean torrents or something.

Launch some kind of software that monitors download/upload speeds.
I have a download running now @500KB/s (via Firefox not a torrent or anything) and while having no upload of my own running I still upload @10-11KB/s. That's how much it's needed to sustain the download.
If you use up all the upload bandwidth your download speed will suffer.
