Does a public wireless internet particularly what laptops have access on have a user limit? If so, what would be the effect when it's full?

Do rain and heavy clouds have an effect on the signal strength of wireless internet?

The restricion is bandwidth. More user slower responce.

And yes weather does have adverse affect of the signal.
