There are tons of Fax Apps on Androids and iPads.
However, all those crap apps requires Internet Access!
ie, these apps send the documents to a Fax Server through Internet and the Fax Server will do the actual faxing to the destination.

Where I will be needing the Fax is somewhere there is NO INTERNET.
There is GSM service but NO 3G service.
GSM can provide fax - we have a GSM fax machine capable of sending/receiving fax atm. However, what I'd need is for an android phone (Samsung) to send/receive fax without the need of those fax service - because there is no internet.

Any app there? So far, many days of searching and I cant find one. There is none at iphone/ipads as well.. all I found are those fax service apps which requires Internet to function.

Many years ago, Nokia's high end phones can surf internet as-is. And can send Fax to GSM data stream (not 3G)... I now wonder if Android phones are not capable of sending fax directly.

You can use Bluetooth DUN profile to send fax, sort of like over a dial-up connection.

A fax over GSM is usually handled as a circuit switched data call, OR as a normal voice call. Depends on the particular phone and how it's profiles are setup.

As for an app, honestly IDK. Never looked into it.

I have this opinion that no one wants to develop such app because it has no business. or that this functionality was not possible in the first place.

Not since GSM went to 3G. I used to work for Nokia back in 06-07 when 3G phones started to emerge. E90 was first 3G Communicator and missing Fax feature was a huge issue for some business users. If it were possible to keep, it would still be there.

Technically it's something like you cannot send analog fax signal over digital 3G GSM packet data. 2G would work since it supports Circuit Switched Data (CSD) standard necessary for it.

Therefore those 3rd party fax services are needed or some specialized hardware I've heard being used onboard ships (faxing cargo manifests to the ports beforehand).
