I had an m1530 4965 AGN card which would get 3-4 bars On Windows 7 Ultimate

I now have a D630 3945 ABG card which only gets 1-2 bars from the exact same location on windows XP SP3. Drivers are updated.

Is there really such a huge range difference with these 2 cards?can i do anything about this?

Not necessarily. Something may have changed in the environment- for example a net wireless network on the same channel you're using.
Download inSSIDer (free) and scan for wireless networks- if needed change your wireless channel accordingly.
Also take into consideration placement of the router/AP, wireless phones keyboards etc. and Windows power management in windows itself or in driver settings.

Remember the bars are only an indicator, has nothing to do on performance. I've seen 2 bars smoke 4 bars. Just like mfg reporting 56kbps knowing the FCC restricts it to 52kbps on modems.
