Ok, this has been on for quite a while, and it first happened after I found that the Gossiper Toolbar had been installed on my computer (please note that the HDD was replaced in the period between that time and now).

Anyways, to start this is the info I have about my networking hardware:
TRENDnet TEW-624UB 802.11n USB Wireless LAN Card (Adapter)
    Linksys Wireless-N Broadband Router (WRT160N)

    Ok, here it goes:
This usually happens after my computer comes out of Sleep/hibernation, but I can say that it does happen while it is awake too. Firefox and IE just stop loading pages, they just sit there and wait, and don't even give me error messages.
At the same time, Avast! can still update itself, as well as Counterspy, and so can I see and play in internet servers in games such as Scorched3D.

In CMD, the "ping www.anysite.all" command still receives response from web-pages at a normal speed. This means that my network is fine.

What is more, i cannot even access my router when this happens, which means it's something messing with the browsers.

I've tried resetting both the router and the adapter, but the problem comes back as if the router was never restarted.

No one else who is connected to my network experiences this, which further leads me to conclude that this is me. And I also formatted the OS Volume and reinstalled Vista to no avail.

Rebooting the PC, usually once, but sometimes multiple times seems to bring things back to normal for a while, and from what I know, this does not happen in safe mode either.

I have a few programs that I think may be doing this:
Counterspy (although this problem existed before I even heard of this program)
    Vista itself
The severe Win32 :parite infection on the PC that the router is running on (although this should lead to everyone being the same way.)
    -----------------------------------------------------------
What in the world could be possibly causing this issue?

PS..This is much similar to my ZoneAlarm issue, but since ZoneAlarm is no longer involved, I think I need some more help with this topic.
