Is the Laptop new ? Have you even been able to connect sucessfully to the internet from anywhere with the Laptop? Does you ISP require you to register what 'devices' can dial in ?

Are you using Inernet Explorer ? Are you using wirless network or Internet Connection Sharing or is it a direct dial up from the the Laptops Modem. Is the desktop and Laptop connected at the same time ?

Make sure the Dial up Network properties are ok and in Internet Explorer / Tools / Inernet Options / Connections everything is set properly there.
