I currently have a linksys 300N v1.1 router running in my basement and want to put another router on my second floor to improve coverage. I have a wired line running to the second floor for my Directv DVR (at this location I am just using a switch to run the DVR and PS3 and will put the new router to handle these two Ethernet lines with a bonus of improved wireless coverage). I want to be able to walk with my wireless devices phones or notebook and have the device seamlessly change from one router to the other. All my devices r currently setup with static ip addresses. I am on a limited budget since I am retired. What is the best-cheapest solution?

You could just set them up to automatically connect when in range.

So I could use any name-brand for my 2d router and just have them setup to connect when in range; therefore, the stronger signaled router will always be the one that the device is connected too?

I would assume so. In theory that's how it should work, but whether it works like that, is maybe a different issue. As I have had not much experience with this issue, I could only tell you to try it out.

Since I am on a retired budget, I don't have the funds to try an experiment that may not work. I understand that it should work.

It may or may not work that way. This was discussed over a year ago and it does not work with all router. If I recall the Routers had the Same SSID so your connection would not drop when you switched. I do not recall all of the details though. Something about multipoint AP.
