So my laptop is running Vista and our desktop is running XP. When ever I add the printer, i go to add printer> add wireless printer> add name or host> add the proper names, it comes up that the spooler printer servie is not running, and the server or spooling servie needs to be restarted. Anyone knows what this is? or can offer any kind of help.

Try adding the printer with its physical IP address, if you can figure out how to do that it should start working.
