Pretty simple question with a (possibly?) not so simple answer.

Is there any way to monitor what other PC's on my network are doing? And, is it possible to divide the bandwidth so each person get a set percentage of whatever we have available, so that each computer can function properly on the internet even though one idiot is ruining it for the others by downloading ?

    Im getting desperate here :(

Look at the routers QoS priorities.

Parental Controls are not just for parents.

NetLimiter program may offer a bit of help.Only the paid versions have adjustable settings.

There seems to be no such thing as QoS or parental controls in the settings of my router (A netgear CG3000, from my ISP).

The best way to do it is to use a third party firmware with advanced features like that - specifically Gargoyle (which is based OpenWRT).
See screenshots here - these show some of the options available.
Basically you can monitor usage in real time, assign bandwidth to each computer or allow them to transfer certain amount of data before cutting them off or limiting their bandwidth to a predefined level, you can also limit their bandwidth during certain hours of the day - basically whatever you need.

Your modem can't run this firmware but you can buy a decent router that can for $50 or so, if you really need it (like TP-LINK TL-WR1043ND V2 for example)

Thanks alot for your help, unfortunately that's a bit too cumbersome I think.

I guess I just have to stick to mac-adress filtering when my roommate is going ham with torrents, luckily he has no idea whats going on when he suddenly can't connect to the internet.
