    I have OOL, installed on Sat. When the tech first connected he saw a down stream value of 12dbmv. QAM 256. H esaid this # was too high and attached an attenuator and the level went to -7dbmv. Which is better?

    -7 dBmV is much better. Generally speaking, you should have a signal between 16 dBmV and -12 dBmV.
