OK, I am looking for a device that captures all wireless wifi signals and amplifies them so that I can connect my ipad and other tablets wirelessly to that device...Some kind of hotspot

With a windows pc I can buy a wireless USB adapter to plug in, this I cannot do with an iPad or android tablet

Does such a device exist ?

That sounds sort of like a wireless repeater.

The device not only has to repeat but amplify the signal

What else do you expect- it picks up a signal from an AP (provided the signal is strong enough to be picked up in the first place) and then transmits it again with normal power so the signal is not diminished.
Your main issue would be picking up the wireless signal and the quality of it- if your repeater periodically loses connectivity because the signal of the original AP is too weak- it's useless.
