    Why the concern they wouldn't the let you use a PCIe WWAN module?

    I don't know for which country you are speaking, but I never come to the occasion where you're SIM card is bound to a devices IMEI - I guess it's technically possible though.

    The other way around could be indeed a problem as some devices are locked to a certain operator. European devices are mostly unlocked and you can use whatever carrier worldwide.
