Would I need to get some sort of weird USB cable to connect them? And what programs could I use to do it? Thanks.

Wait- isn't that a standard setting in Android? In Settings/More settings/Tethering and portable hotspot - you should be able to enable a portable Wi-Fi hotspot or USB tethering or BT tethering. Or am I missing something here?

My phone doesn't have that function built into the settings, downloads. Some carriers take it out so their customers don't use it.

Right - that's possible. Mine is unbranded so it stands to reason that I have it.
Still removing a useful feature is a terrible idea.

That's I I thought there was such a setting to make a Android do this feature unless the Mobile company disallows this and considering the OP is in China I suspect the Government would have their hands in this and prevented this from being implemented if so the OP has to talk to their Mobile carrier to get such feature enabled. I don't have much confidence that anything being used in China isn't already crippled to benefit the Government first and the Rich and then no benefit to the working and working poor.

I think "all" cell phone companies don't allow it without paying extra for the tethering option. AT&T for example, charges $30 JUST to tether, even though you don't get any more data or anything with the tethering option. Companies like straight talk don't allow it period.
Even phones that have the option (most do) wont tether without paying for the feature.

However, some phones, you are able to download an app and tether, some phones you must be rooted in order to tether. I've setup tethering on dozens o different androids on probably every carrier in the US.

If you aren't interested in rooting your phone, your best bet is to go onto google play store, and download every "tether without root" application you can find and test them all out. One 'may' work. If you root your phone, chances are you will be able to find a way to tether.
Tethering without permission IS against the 'rules', be wary, you COULD be banned from your service provider. I have never had issues, I even was tethering and downloading 10-15gB a month for over 6 months on straight talk, before they finally throttled me or my excessive data usage.

edit: I don't know anything about China networks, only US

Yet another reason not to buy branded phones- you paying the price of it hidden witin the contract anyway but updates always come too late with bloatware added - and as it turns out - with features removed.

    Sorry for the OT.
