My internet is fairly laggy, then i use the command ipconfig /flushdns as instructured by my friend then it's okay again. Then for a while it becomes laggy again and I use that command and its somewhat okay again. What is going on?

Your Windows runs "DNS Client Service (dnscache)" which caches names to IP address resolutions as I read on Google. :p What ipconfig /flushdns does is actually dump all the cached DNS entries.

You can try disabling it all together temporarily with this article from Microsoft: http://support.microsoft.com/kb/318803

If it works for you, go with the permanent solution, if not, nothing lost.

Somehow your DNS entries are getting corrupted, verify of you don't have spywares or even a virus.
