I am supposed to have a 20/1 Mbit connection. The upload speed seems right, but the dl speed is WAY too low.

I called my ISP. They checked my line and they had 19.4 Mbit download speed. I can't get to that speed either.

    This is the speedtest:

I normally use WiFi, but I also tried using a cable. It didn't change at all.

My modem/router is a KPN Experiabox (altered Speedtouch 780).

Have you tried different locations in speedtest.net? Do you have any background services running on your computer that may interfere with the throughput?

Check with your ISP and see if they guarantee 20kb/s or if they just say "up to". I was always under the impression that its usually "up to". I have 20kb/s download and in real life testing I never hit it. Its always 10-15kb/s, similar to what you have. If i remember correctly your speed will vary depending on your line quality and amount of bandwidth other users are using in your area.

Are you behind a firewall? By default the speedtouch firewall is on. Try turning it off - briefly - and then run the speed test again. Sometime a faulty routing/filtering chip will cause severe delays. Don't forget to turn it back on after.

Most ISPs advertise maximum speed , not a guaranteed speed. I think 13.4Mbps speedtest.net rating for a 20Mbps connection sounds right (ISPs advertise speed in Mega bits per second NOT Bytes per second).

Speedtest ratings depends on the speed you can access their servers, it does not always give you the maximum speed. For example I have a 100M connection, but speedtest.net measures my speed as 28890Kbps (as seen in my signature). But I have achieved close to 5MBps (40000Kbps) rates downloading from sites like Microsoft.

what area you in? I used to work for a wireless ISP out in rural areas. I could get practically anyone a decent connection(3-5mb up and download)

all depends on the network infrastructure in the area and if there is even a need for such a network.
