I'm going to try and be as thorough as possible so you don't have any extra questions so bear with me. I have been having trouble surfing the web for a while now because my internet keeps disconnecting. The thing is, is that my internet never actually says it has disconnected, it just won't open any webpages. Sometimes this happens consistently for a period of time, but more often than not it happens every three or four webpages.

    - My OS is Windows 7 64
    - It happens on both wired and wireless internet connections
    - It happens on every web browser (Firefox, Chrome, Internet Explorer)

    - I've done a clean install of every networking device without any success

    - My IPv6 Internet Connectivity says "No Network Access" for my wired connection
    - My IPv6 Internet Connectivity says "Not Internet Access" for my wireless connection
    - I've disabled IPv6 with no change

    - My wireless card is a DW1520 Wireless-N WLAN Half-Mini Card

Any idea what my problem is and/or how I might be able to fix it?

What about the rest of network setup- modem and/or router? What kind of connection is if ADSL or cable?

It's most likely an issue of that part of you setup- not computers or LAN part- but WAN part i.e. line quality is poor and modem is disconnecting or there are some issues with router/modem.

It happens on a variety of networks (Home, Work, University). Could it be a problem with my wireless card? It is a refurbished Dell computer and just about everything else has been replaced.

If the problem happens wired as well, the issue is not with your wireless adapter. The fact that it happens on every network seems to point to a configuration issue or some nasty malware that was made to annoy you (i doubt it's the latter, but doesn't hurt to check).

As to what settings it is, it's difficult to say.

I do regular virus scans so that's (most likely) out of the question. What exactly do you mean by a configuration issue? I'm not really much of a tech guy, sorry.

How long has this problem been present. You should also use malwarebytes. the free version to look for malware. A virus scan by itself is not enough protection.
1: What antivirus software are you using. Some antivirus software can cause problems.
2: Click the start button then type in cmd. Click on the cmd in the drop down. Type in ipconfig /all and hit enter. Post the results here.

Do you use a third party firewall?

    1) I use Microsoft Security Essentials
    2) I use Malwarebytes Anti-Malware
    3) I use the Windows Firewall

I have a random error message whenever I start up my computer although I'm not sure if it is related.

    brs.exe - System Error
The program can't start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem.

I just thought I should add this in case it is relevant.
