I recently bought a PCIe card from eBay that contained Intel 9260. For some reason, it is not connecting to channels below 149. Max it can do is 173.3 MBPS and then I came across this link

Per the above, the lower end channels are blocked in China. Could I have got a Chinese regulatory region card? If so how can I change the region in the card or in my BIOS?

My PC is a Dell OptiPlex 7040.

Also per the below, I should not have any trouble.

    Thanks!
