WAN
This is one of the options I have to put in my laptop. I am going to the university of texas during the summer and have no intention of subscribing to any service. Should I just disregard it or do I need it to connect to the university's service?

I would, first of all, most likely the fees is included on your general fees, plus you need internet to connect with your university web site account to choose your classes, keep track of your grades, get university messages, teacher's web pages, etc.

You do need a wireless card, which comes standard in every laptop built today. You do not need an Mobile Aircard, which is used to receive data from cellular towers.

Well, I have a wireless card
Intel Wireless WiFi Link a/g/n but the WWAN is different -

Poland,
if you have a built in Ethernet Port and a WiFi AGN card that should be all you need at T.U.
They *might* have you install a VPN client for WiFi but hopefully they are using PPTP or some variant that is built in to windows already. You shouldnt need WPAN or WWAN or anything else to get on their network.
I've searched and couldn't find a solution to my question
