Could someone explain me why my "broadband internet" is slow?

Look at my sig there is the speed. My ISP is TELMEX.

    You might be asking
Why cant I get another ISP?

Because is the only ISP in my city... And hell its not a small city...
I hate TELMEX and its $"&%"%$·& owner Carlos Slim who is one of the richest $$$$ human beings in the world.

If your "broadband" advertised speed is 512kbps and you're getting 420kbps then your internet is about as fast as it can get.

Though.. some ISP do give you faster speed than advertised.
E.g. my internet is rated at 7500mbps, but i'm getting 30 000 mbps.

Thats barely considered "broadband" at those crappy speeds. Looks like your kinda stuck with it too. Have you tried using dialup yet? :p Seriously though, you could move somewhere else, like the USA.

A broadband internet doesn't have to be fast. His internet is 10x faster than dialup thus considered "very fast" broadband according to the broadband standards.

To be honest, I was more worried about his upload speed. .09 isn't fun to have. His ping could use some work. I hope he doesn't play fast paced online games. He is 250 miles from the server, I wonder how much that affects the speed he should be getting.

I hear that a new ISP is comming to my city (maybe in a year or so) with more "acceptable" speeds and prices, also it uses the tv cable to send the internet, maybe I could try those hacked motorola modems to get a decent speed I mean more than 15mbps.

Well there's some hope. I'd suggest satellite internet, but that wont work with any gaming.

Satellite internet is even highier ping, typically over 500ms. I used to use it, but then I switched to Cable and have been using it ever since. Anymore speed upgrade, then the ISP will need to replace their hardware and I'll have to get a new DOCIS 3modem.

Looks like you cant do anything about it till they upgrade the fiber and get some competition with other ISP's

But what you can do is get a very long CAT6 Ethernet cable and smuggle it into the USA.

Secretly put a long range wifi router in your library, then use your local library's network. It's should be at least 10x faster than your internet connection.

I know that my local library has 100-200Mbit/s connection. :D

Urmm I dunno that sounds illegal  or at least it is here. But I know that they have more than 5mbp/s, well there is an university near my house (like 2 miles away) maybe with a long range router, an antenna and a 2.4ghz amplifier...
