Hello. I recently setup my NETGEAR router and it went smoothly. I wanted to do something on the QoS setup but I can't seem to click the "Setup QoS Rule List" since it is greyed out.

How do I go through this? or is there something I am doing wrong?

Here is a pic of how it looks in the GUI

I don't have a Netgear router to test it but see if this button doesn't become active if you enable Upstream QoS. It would make sense that you can't create a rule with QoS disabled.

I actually tried clicking that as well...doesn't work either. Probably greyed out a bit as well. The only button working there is the "Speedtest" which I already used.

Did you try with different browsers? It's quite common for web software to not work properly with certain browsers, installed addons don't help either.

And yeah, its very likely that you must enable Upstream QoS first(select and apply) first..

Yes, it's quite common that some features aren't usable while the router is in AP mode.
