You probably need to forward the ports.

What version CS? Is this on steam, internet or lan?

No steam, CS 1.6 , or css,

I just want to be able to play games , any , which can be played by direct IP.

It would be perfect if friend had my internet provider, so we can play through LAN, but now its left only direct IP.

To let others connect to you, you should forward the game ports on the router. To do this first you must have a static IP (on your internet network, not a static public IP).

Open up TCP/IP properties of your network adapter : Control Panel > Network Connections > choose the appropriate network adapter (Wireless or wired) > Properties > TCP/IP V4 properties.

Choose “ Use the following IP Address
Set the IP address to any IP of your local subnet
    Set subnet mask to 255.255.255.0
Set the default gateway to your router’s IP

To find the router’s IP and the IP range of your local subnet type ipconfig at the command prompt

It should give you something like this :
    IPv4 Address. . . . . . . . . . . : 192.168.1.102
    Subnet Mask . . . . . . . . . . . : 255.255.255.0
    Default Gateway . . . . . . . . . : 192.168.1.1

In the above example the subnetwork’s IP range is from 192.168.1.1 up to 192.168.1.255. You should choose an IP between that range (last 3 digits changes from 1 to 255). You should not, however, use the first number because that is usually used by your router. In the above example 192.168.1.1; that should be set as your gateway.

After setting the TCP/IP properties you should find out the listening ports of the game and forward them in the router. Go to portforward.com see how to set up your router and find out the game port.
