Can I use my Windows 10 laptop + LTE card as a phone (HUAWEI Mobile Partner)?

My laptop ( Clevo P651RE6) has an internal SIM card reader and an M.2 slot to connect a mobile broadband card. I have installed a HUAWEI ME936 and mobile broadband under Windows 10 works fine.

I am just wondering: If I use the same SIM card I normally use in my phone, should I not be able to also make voice phone calls and receive text messages with my laptop? Or is there some extra hardware required that my phone has but the ME936 does not?

I read something about a software called HUAWEI Mobile Partner (e.g. https://www.youtube.com/watch?v=1WA-JZYAI8U ) that apparently lets you do this. But there seems to be no official source to get this from. My laptop vendor that I also bought the ME936 from only provided me with a Windows driver that enabled the mobile broadband in Windows.

Do you have a copy of that ME936 driver that you can upload? I followed the link but the driver was not there.
