I have the D-Link DSL 6740U router and there are two laptops connected to it by wireless,i want to allocate a specific amount of bandwidth for each but im not sure how or if it is even possible.

It's not possible with this device as far as I know.
You'd have to use a 3rd party firmware to be able to do that and since this is not a router per se but rather a combo device (modem+router) no 3rd party firmware will work.

You'd have to bridge D-Link so it would work as modem-only and add an external router that can handle Gargoyle firmware. That can be used to allocate bandwidth based on different criteria.
